Pull tight and than slowly losen the pull, until the measuring tape feels comfortable to "wear" without sliding down. Do this several times - preferable on different times a day. To start with, you'll get plenty of different measurements, that might vary quite a bit. After a while, you'll end up with one and the same measurement always. YOUR personal head circumference.
