I would suggest the best way to be sure about possible import problems is to contact the German customs HQ. There are many serious collectors out there, so a question regarding the import of a (possibly sharpened) collectible sword shouldn't be too hard or too exotic to answer.
To my knowledge in Germany you are allowed to own (sharpened) swords but you have to keep them safe and locked up within your private environment and you are not allowed to carry them with you in public places.
